Education was always an important part of his professional development, which carried throughout his entire career. He is a graduate of the FBI National Training Academy, Harvard's Senior Management Police program and Cornell University's Human Resource Program.
Chief Hempling was responsible for many departmental reorganizations. He formed the Management Information Systems Unit (MIS) and reorganized the Department's entire support staff structure. The Division he headed (Division of Administration) was in charge of disaster preparedness and homeland security. This included conducting a &vulnerability assessment& on the City of Buffalo, writing disaster preparedness and emergency plans (with FEMA) and obtaining and coordinating grant funding. Mr, Hempling has also assisted in the development of a program to train first responders on how to deal with the threats of terrorism.
During his career he was a Patrol Captain and the Commander of the Narcotics & Vice Bureau. Upon retirement he became an instructor at the County's Police Academy specializing in homeland security training. In addition he is a member of the faculty at Erie Community College and Hilbert College (a private four year college specializing in criminal justice related programs). In addition, he is developing a homeland security-training curriculum to be offered at the community college level.
During the past year he has also become a certified trainer for the prevention and detection of terrorism offered to first responders sponsored by Louisiana State University and for the Citizen Emergency Response Team (CERT) Program. He has a career, which is marked by success and achievement and a dedication to training.
