Captain James F. Murray

During his highly successful 27-year career as a U.S. Coast Guard maritime law enforcement and security expert, Capt. Murray has worked effectively in the interagency, international, and private industry arenas, where he has acquired extensive experience in leadership, program and policy design, implementation, management, and field operations.

As Senior Coast Guard Service Advisor to the President of the Naval War College and a member of the Joint Military Operations Faculty, Capt. Murray designed courses in maritime sovereignty and ocean policy for students from 25 different countries.

While acting as Chief of Intelligence for the Seventh Coast Guard District in Miami, FL, Murray led the international, joint, and interagency War on Drugs. As Chief of Maritime Law Enforcement Operations, he was responsible for planning and executing missions in South Florida and the Caribbean, as well as Central and South America. During his service as Chief of Maritime Law Enforcement for the East Coast Mid-Atlantic Region, he coordinated intelligence and field operations, and worked with the U.S. District Attorney in preparing and prosecuting federal cases.

After graduating from the U.S. Coast Academy, Murray received Master's degrees in operational research from Rensselaer Polytechnic Institute, and national security and policy from the Industrial College of the Armed Forces in Washington, DC. He also attended the Federal Law Enforcement Training Center in Glynco, GA.
