Ken is a Captain with the New Jersey State Police and is the Executive Officer for the Special Operations Section, Homeland Security Branch. He is responsible for the day-to-day operation of six Bureau and 725 enlisted and civilian personnel. The Special Operations Section is comprised of the Aviation, Marine, Technical Response, Deployment Services, State Governmental Security and Transportation Safety Bureaus. Personnel from these bureaus provide specialized services like, canine, bomb, hazardous material and commercial vehicle enforcement capabilities. His Section is responsible for the security of all state governmental buildings, Special Events Planning, Infrastructure Security and SWAT operations. Capt. Mallette was previously assigned as the Executive officer for the Administration and Division Staff Section of the State Police. In that capacity he was responsible for a 331 million dollar budget, Human Resources Bureau, Planning Bureau, Logistics Bureau and the Training Academy. Capt. Mallette was the Deputy Troop Commander for Troop "A" South Jersey. Troop "A" encompasses the seven southern counties in New Jersey and supervised the daily operation of five stations, who provided general law enforcement protection for 18 municipalities. In April of 2002 Capt. Mallette was asked to oversee the operations of the Camden Anti-Crime Partnership. This partnership integrated local, county, state and federal law enforcement assets in an effort to reduce crime in the city and develop a long-term crime reduction strategy for the community.
Capt. Mallette was the Bureau Chief for the Emergency Management Section, Emergency Preparedness Bureau. In this capacity he supervised the State´s emergency operations planning process, exercise program and the response to major natural, man-made and technological incidents that occurred in the State. Capt. Mallette was previously assigned to the Incident Management Unit and was responsible for the coordination of major incident responses and special event planning for the State Police. Capt. Mallette was previously assigned to various field assignments as a general road duty Trooper, spent four years as an instructor and course manager for specialized training at the State Police Academy and was assigned to the State Office of Emergency Management. The State Office of Emergency Management offered Ken the opportunity to work as the State´s Exercise Training Officer, Hazardous Material Response Unit and supervise the North Region Field Unit.
Ken is a member of the National Incident Command System (ICS) Training Curriculum Steering Committee, sponsored by the National Wildfire Coordinating Group (NWCG), Boise, Idaho and assisted in the development of the I-100, 200, 300 & 400 ICS training curriculum.. Capt. Mallette is a member of the I-95 Technical Review Committee and the Federal Highway Administration Technical Review Committee for the development of the "Highway Incident Management Handbook." Capt. Mallette acted is the co-chairman on the USCG´s NY & NJ Area Committee Strategic Planning Training, Exercise & ICS Working Group. Ken was one of 12 instructors that were chosen nationally by the Department of Defense (DoD) to deliver the Senior Official´s Workshop as part of the Domestic Preparedness Program for the DoD Soldier Chemical & Biological Defense Command. He has provided Weapons of Mass Destruction training to senior policymakers in over sixty major cities throughout the US. Ken presently is a facilitator for the Michigan State University School of Criminal Justice, Weapons of Mass Destruction (WMD)course offerings.
Ken has provided incident management technical support and has acted as an incident command system (ICS) advisor for the 1993 National Governor's Conference in Princeton, N.J. and was assigned as the ICS advisor to the command staff for the 1994 World Cup Soccer Games, New Jersey venue in 1994. Ken was a facilitator for the crash of TWA Flight #800 Multi-Agency post incident evaluation held in Brookhaven, N.Y. Ken has conducted the State´s security planning activities for the Republican National Convention (RNC) and Ops Sail 2000 / International Naval Review to be held in Philadelphia and New York in June and July of 2000. On September 11, 2001, Capt. Mallette was assigned the FEMA/USAR Incident Support Team to assist with the command and control of sixteen USAR teams from around the country at the WTC disaster. Most recently Ken was assigned as the Incident Commander for the 2004 RNC, New Jersey Venue.
Ken has instructed and spoken on the use of ICS at the National Hurricane Conference Atlantic City, National Urban/Search and Rescue Conference Boston Mass., State Emergency Management Conferences and private industry. He has taught ICS to public entities like, the Province of British Columbia, Canada, United States Coast Guard, US Department of Agriculture, Territory of the Virgin Islands, Territory of Puerto Rico, Iowa Office of Emergency Management, Massachusetts Office of Emergency Management, New Mexico Office of Emergency Management, the National Interagency Training Center, Boise Idaho, the Emergency Management Institute, FEMA, NTSB, Nassau County Police, N.Y., Port Authority of New York and New Jersey, Academy of Certified Hazardous Materials Managers (CHMM), New York University and others at the local, state and federal level.
Ken has provided incident management and ICS training for private sector organizations like, the National Response Corporation, Marine Spill Response Corporation, Miller Environmental Inc., James Lee Witt Associates, Scientific Environmental Associates, AT&T, Sony Corporation, United States Olympic Committee Atlanta Summer Olympics, Amoco Petroleum, Exxon Petroleum, CITGO Petroleum, Pennzoil, Huvensa, LCC., Allied Aviation, TOSCO Refinery, Orange & Rockland Power Company, Maine Central Power & Light, Port Authority of NY/NJ, ConEd Consolidated, Inc., NY, NYC, New Jersey Turnpike Authority, New Jersey Highway Authority, Delaware River & Bay Authority, Pennsylvania Turnpike Commission, I-95 Corridor Coalition, Delaware Valley Regional Planning Commission, several international oil/shipping clients and others.
Ken has completed his undergraduate work at Benedictine College, Kansas and did his graduate studies at Seton Hall University, New Jersey where he received his MA in Professional Education. Captain Mallette is a graduate of the FBI National Academy, 213th Class.
