
Since retirement in 2003 after 30 years of Coast Guard Experience, Capt. Seebald has been the lead preparer of Security Plans and Assessments for the firm of Seebald and Associates LLC. He has been conducting audits, training, drills and exercises since the initial implementation of the Maritime Transportation Security Act of 2002 (MTSA)
During his service as a recognized expert in the fields of maritime port safety, security and environmental preparedness, prevention and response, Capt. Seebald's many and varied assignments have included the establishment of a new United Nations office in Curacao, where he developed national contingency plans for the countries and islands comprising the wider Caribbean.
As the primary American military consultant to the Panamanian government at the time of their assuming control of the Panama Canal, Captain Seebald was assigned to the security division and advised them on a number of sensitive security issues and assisted in the review of canal safety and security arrangements.
While stationed at the Coast Guard's regional office in Honolulu, Hawaii, Captain Seebald supervised the deployment of pollution prevention strategies in the Pacific Basin. He also led emergency response teams in the Caribbean after Hurricane Hugo, and participated in similar operations in the wake of Hurricane Iniki in Hawaii and Frederick in Mobile, Alabama.
As Captain of the Port in Chicago, Illinois and Savannah, Georgia, as well as Alternate Captain of the Port in San Juan, Puerto Rico, he was responsible for safety and security within the vessels, ports and waterways of those areas, and developed and deployed more restrictive post-9/11 vessel and port facility security requirements.
As Chief of Investigations at the Marine Safety office in Mobile Alabama he acted as both witness and then investigating officer to numerous negligence cases during Administrative hearings against Merchant Mariners Licenses. As Captain of the Port of Chicago, Savannah and Alternate Captain of The Port in San Juan Puerto Rico he supervised the inspection of the Commercial Shipping and Cruise Line Fleet visiting Puerto Rico and the Virgin Islands. These inspections were in compliance with international protocols to ensure they met rigid safety and security standards.
Capt Seebald was assigned as a military Aide to the White House and served in that capacity during both the Reagan and Bush Administrations. Capt. Seebald holds a bachelor's degree from the U.S. Coast Guard Academy and a master's in Environmental Chemistry from the University of Maryland. Capt Seebald was awarded Two Coat Guard Meritorious Service Medals and numerous other awards. He is fluent in Spanish and conversant in Papamiento and Samoan
