Fire Chief for the City of Niagara Falls Fire Department, from 2000 to 2004 and is currently in his 17th year with the department. Duties included: day-to-day operations, hiring, logistics, finance and administration of $60 million budget, emergency/disaster planning, Director of Emergency Services and was responsible for the training of city-wide personnel in Incident Command. He is also in his twentieth year with the USAF, 107th Air Refueling Wing, New York Air National Guard, Fire Protection Branch, Niagara Falls Air Force Base and currently holds the position of Assistant Chief for Operations. He has held the appointed positions of Training Officer, Hazardous Materials Certification Testing (Cer-Test) Program Manager, and Fire Department Safety Officer with the 107th. His current responsibilities include the training and maintenance of two worldwide mobility fire teams as well as the supervision of shift operations. He has served three tours of duty in the Middle East.
William is a New York State certified fire fighter, a Training Facilitator and Hazardous Materials Professional Qualifications Certifier with the 107th ARW. He is a graduate of the Air University USAF Non-Commissioned Officers Course, an International Fire Science Accreditation Congress certified Airport Fire Fighter, Fire Officer IV, Fire Instructor III, Hazardous Materials Operations Specialist and Hazardous Materials Incident Commander. He is a Program Facilitator of the Confined Space Awareness and Rescue Program Development Team at the New York State Fire Academy at Montour Falls. NY. He was also a certified instructor for Confined Space Entry and Rescue at Cleveland State University´s Center for Haz-Mat Education. William is also responsible for the development of the Citizens´ Fire Academy (NFFD) as well as for the training of Recruit Fire Fighters for the NFFD.
He has attended numerous training and certification programs throughout New York State, the International Association of Fire Fighters (IAFF), Maryland Fire Rescue Institute at the University of Maryland, Texas A&M, Department of Defense Fire Academy, Air University-Fire Department Management Courses, the National Fire Academy, Cleveland State University, The State University of New York at Buffalo and Oklahoma State University and is an adjunct instructor for the New York State Emergency Management Office (SEMO) ICS 200 & 300 level.
